The Department of Food, Civil Supplies and Consumer Affairs conducted surprise inspections of LPG bottling units in Karnataka, the entire campaign has been named Mission Nikhar. During inspection of LPG bottling units, one out of every four cylinders was found to contain less than the specified quantity; After which, under departmental proceedings, 3 cases were registered and fine was collected.
What is the whole matter?
Under ‘Mission Nikhar’, run on the instructions of Food, Civil Supplies and Consumer Affairs Minister Rizwan to protect the interests of consumers, officials of the Legal Metrology Department inspected 18 LPG bottling units in the state on September 24, 2026. These included four units each of BPCL, HPCL and IOCL, two units of Total Energies and four private bottling units. One of these units was found closed.

A total of 1,530 filled cylinders were weighed during the inspection. Of these, 1,148 (75%) cylinders had gas equal to or more than the stated amount, and 382 (25%) cylinders had less gas than the stated amount, but this amount was within the permissible error limit. Legal Metrology registered three cases and collected a fine of Rs 79,000 from bottling units violating the rules. After reviewing the results of inspection of units in Karnataka, Minister Rizwan Arshad said – “It is the consumer’s right to get LPG in the right quantity. ‘Mission Nikhar’ is our guarantee of measurement and weight to the people of Karnataka. Consumers have the right to get LPG in the right quantity as per the set standards. Through regular inspections, adherence to rules and increasing awareness among consumers, we want to ensure transparency and accountability in every transaction. Every LPG consumer has the right to choose the cylinder at the time of delivery. Can get weighed.” Rizwan Arshad urged consumers to exercise this right and report any violation to the ‘Legal Metrology Department’.

As per Government of India Notification GSR 359(E) dated 6 June 2013, which amended Rule 18 of the ‘Legal Metrology (Packaged Commodities) Rules, 2011’, every LPG marketing company and distributor is required to provide weighing equipment (scales/weighing machines) to the delivery person.
Therefore, consumers have the right to have the cylinder weighed at the time of delivery, and are advised to:
- Before taking delivery, ask the delivery person to weigh the cylinder in front of you.
- Make sure that the weight shown on the weighing machine matches the weight printed on the cylinder.
- If the cylinder weighs less or weighing equipment is not available, refuse to accept the delivery and lodge a complaint with ‘Legal Metrology Department’ consumer helpline number 1800 599 1100 or email clm-lm-ka@nic.in.
In the press release issued by the ministry, it was said that such surprise inspections will be done at regular intervals so that any kind of irregularity can be stopped.
