ED has initiated investigation against two foreign entities for allegedly interfering in India’s domestic affairs and suspicious foreign funding. Suspicious transactions worth about 15 lakh US dollars i.e. about Rs 14.1 crore have come under the ambit of investigation. ED suspects that this money was routed through many countries and reached some institutions and individuals in India.
An attempt was made to hide funding in several layers
The investigation found TCC Digital Markets Ltd, a company registered in St. Kitts and Nevis, to be the source of funds worth $1 million. Dr Matthias Karl Vogt Trust of Germany has been said to be the real source of this 1 million dollars. According to the investigating agency, the German Trust first transferred this amount to the Lithuanian company XBase Digital UAB, so that German laws could be avoided.
This is how foreign funding reached India
ED suspects that in this funding, digital assets were used through Hawala through Dubai and Lithuania. Investigation revealed that the St. Kitts and Nevis company transferred this amount as a grant to the British company in two installments. ED has also detected transfer of $5 lakh through another company registered in Canada, ZBase Digital Inc. This amount was sent to the account of the same British company in February 2026. The total amount of both the suspicious transactions is 1.5 million dollars. Indian agencies are verifying the information of these transactions with Airwallex.
Indian government is strict regarding foreign funding
It is noteworthy that the government is also strict on NGOs that intend to get foreign funding. This year, the government tightened FCRA rules for NGOs. The penalty for violation of foreign funding rules was amended. The government has made many important changes in the FCRA Rules 2011. Now NGOs and other organizations have to exercise more accountability and strictness in taking and using foreign funding. NGOs registering for foreign funding will now have to clearly state for what purpose they will work and in which states or union territories they will work.
